State approves contested hearings for Ammonia Plant in Robstown

The Texas Commission on Environmental Quality (TCEQ) has approved contested-case hearings for the proposed Avina Ammonia plant in Robstown after residents requested the chance to challenge its air quality permit. The plant would be built at the intersection of FM 1889 and FM 46 north of Robstown.

Neighbors and advocacy groups raised alarm about the plant’s possible emissions — including anhydrous ammonia, carbon monoxide, and other pollutants — and their potential effects on health, air quality, and quality of life.

Sixteen residents were granted standing by TCEQ to proceed to hearings in front of the State Office of Administrative Hearings; those hearings will allow them to present evidence and arguments against issuing the permit.
